Is this a good authority site strategy?

I have been conducting keyword research and finding keywords that have a search volume of 30 or lower searches each month with very weak competition and high CPC ($3+ per click). There's about 500 keywords I've found in the same niche, that's about 5000-15,000 searches each month. My main questions are (along with the general question of the thread title):

Are these unique visitors or will there be many overlapping visitors in the different keywords given the same niche?

Would I need to write 500 articles targeting each keyword specifically to rank number one on each one on Google?

Would I need to do any offsite SEO to rank first for these keywords?

How long would it take to rank my site?

Well of course as it's the same niche you have the chance of having the same visitors.

Not perse for example if I got 3 KW's like, Dog, dog collar, dog toy, you could easily put them in one article.

Most likely the answer is yes.

How long would it take to rank my site?

1 month 2 weeks 3 days 4 hours 5 minutes and 6 seconds with other words, there is no static answer for this.
