i have bought a 4 core & 4 gb ram vps but still its speed sucks i am running 3 bots only
 
Did you try a Dedicated server yet? I don't think it is the server issue. What if you need higher requirements?

You should go to your task manager and check for the process eating up your CPU.

If you see a windows related process such as svchost or something similar, you should run windows update
 
Check task manager or something and find out what is causing this. Or post a screenshot of your highest CPU using processes, only.

but the same bot if i run on my pc that will not use that much memory why it is like that ?

Well they will eat your resources, you can only run one bot at a time. You need to run one bot per VPS.
Installing 4 identical bots on any VPS, even if you upgrade to higher specs, will be the same result.
There are ways around it but it requires some technical skill as the instructions are complicated.
As you did not provide the bot name I can't help any further as different bots require different specs.

but if you i7 processer in your system then you can run it easily (cpu will be like 40%) but why you can't run like same in vps why its cpy goes to 99%

A VPS is running a Virtual Machine so performance will usually be lower than a dedicated machine/dedicated server.
 
What is that i don't know ?

Check on what CPU your VPS provider is running.. ( right click my computer properties ) ..

You provider might have a low end CPU and limits the cores per vps which can result in low vps performance..
