No , You have to take help from Indians for it . You cannot just make an account on an indian exchange and sell.

It's only for indigenous people, it's not for another country because we can"t get rupees
 
so really is for people that like to have INR money, like lets say people that think to relocate in India
or Indians that can send money in their country making some money.

I dont understand what you mean, is a legit question.. from my country to send money to US for example cost quite a lot, in fees, then deposit in an exchange that axcept USD deposits, then doing the cycle again will eat alot of any gains made, plus any problem that my incurr in all transactions, just saying.
I also so Etheurum transactions should be faster and incur in less fees, so the risk is lowered, the difference in price between say bittrex and local online exchange here, is similar both for bitcoins and Ethereum, could use also local bitcoin I guess, to withdraw for part of it.
 
Interesting, but this is still doable if I am from Philippines right OP? not just India country?
 
with India exchange or Korean look like is the most price difference there is, without think about the fees there is like 5K, difference, with my country is more like 3k, 3.5k, still pretty good
 
Very similar thing going on in Pakistan....you cant even bitcoin seller here. For every dollar of bitcoin people ask for $0.30 extra for every dollar, kind of same shit as selling on $15-17k.
