I am thinking to start a offline business in my country (India). I know that most of the people themselves have net connections on mobile and thus asking if there are ways to still remain profitable. Can you guys suggest some innovative ways to make this profitable in current times.

Yep:
console gaming PS4, VR - best games are PES and FIFA
PC gaming - LAN, incentivised multiplayer, clans, groups, parties
Soft drinks, candies, paypal purchases of ingame virtual goods.
Browsing PCs for surfing and social media.

I am actually opening a cyber cafe in January here in my garage so I don't have to pay rent. What I will do is print photo's, type C.V's, laminating and take Identity photo's, business cards, and when I have saved enough money I will buy a mug and press machine and start printing on t-shirts and mugs.

Cyber Cafe With Computer Classes is Good Option If You Planning To Cyber Cafe Investment.
Many Peoples Or Almost All In India Now Have Internet But Not All Have Printing Facility At Their Home & Sometimes When They Have To Fill Online Form Than They Look For Cyber Cafe Because Not All Can Still Afford PC/Laptop At Their Home.

Overall It's Not Bad Idea Still But Location Is Matter A Lot For This Kind Of Business

There is lot of money to make in cyber cafe business in india. Nowadays there is not much of pc usage in cyber cafes but if you are in good area you get a lot of business in photo copy, xerox, various form filling for university admissions ect.

A gaming internet cafe with a couple of servers with good specs and multiple GPUs. Stream the gaming from the servers to the customers hardware(basically a screen mouse and keyboard, maybe a raspberry pi or similar intel stick). Could be veery efficient!

I'm joking, but that's what a lot of cyber cafes do - they're a haven for ID theft.
