Paypal issue sending money, paypal phone system is having issues

Ok so i operate many stealth accounts. One of my USA accounts has cleared the hold and now im trying to send the money from that account but every time i try for the past few days this phone verification comes up. And normally it would be ok as i have attached phone number that i can receive the text to my email but when i click send sms nothing comes up because even the page that should appear on next step wont load, the one that you enter the code they send. So not only that but even the automated call doesnt work. I tried emailing them but no good this needs to be resolved over the phone probably because its some sort of security issue as usually with paypal. Note i tried small and big amounts nothing works. So the issue is i am not from USA they can tell from my accent and this is a stealth usa account can somebody from the states help me with this issue?

Sounds like a glitch, I would let it cool off for a couple of days and then try again.

definitely a glitch or like they call it "security system" its similar to those "we cant send your money right now" but this time they just ask you for phone verification but dont send the sms...are you from the states?

Yes I am, I've seen this type of glitch before and usually it goes away if I don't touch the account for a couple of days. Also if you are OK with speaking in the phone I have called reps before end had them resolve this type of issue without problems, so that could be an option too.
