cheapest country targeted android app installs?

The cheapest provider I know is "cashpirate" that offers 0.05$ per android country targeted installs.
but volume is very low so I'm looking for more providers.
I looked online and found more providers but the cost is usually 0.12$+ per install.
Does anybody know more providers that offer ~0.05$ per install?

SMS is the cheapest I've seen. usually about .02 depending on the list

Yes exactly but follow the rules of SMS in regards link shortening and data. Need to have the data somewhat relevant based on demo and or opt in. Ex. health app for opt in data on weight loss or diet.

I see that I need to generate the phone numbers my self.... generate phone numbers + sending the sms will be costly
