You are focusing on the wrong metric, like most others new to online advertising. The object is not to pay the least per click. It's to get the proper traffic. High quality traffic, meaning that this traffic converts. Yes, paying less per click is nice but it means nothing if that traffic doesn't convert into revenues.
Let's take a client of mine. His CPC was $0.44 and cost per acquisition was $66 before I came along. Today, the CPC is $0.63 but the CPA is only $11. He's making over ten times more sales each quarter. His ROI was negative before and now it's over 3.5. It's not because I got him ten times the traffic, in fact, he's getting only about 20% more clicks. It's because of betting targeting and higher quality ads.
The fact of the matter is that $0.63 is the going rate for the industry he's in. If he wanted to pay pennies, sure that's possible by bidding pennies but he wouldn't get all that quality traffic as the ads would be so low, nobody would see them let alone click on them. The result would be the same a network or search engine nobody uses. At the end of the day, no clicks means no revenues.
