I have domain with PA 20 and 7 DA, I need at least 10 DA. How to do it cheap, safe and fast

You think, 2 months ago I did hi PR submission... payed $20 and today I checked DA PA, and 1 1.
I know I can go to sa.pe and get real links. I even speak russian.
