Yes you can sale IG accounts as well as if you are getting good engagement over your posts you can sale Shoutouts too.

I'd go for Twitter. IG and FB are totally limiting marketing possibilities right now, their search and timeline are too censored and controlled, nearly impossible to do what was once easy.
