Getting bad writers to adhere to guidelines is like trying to get someone who is colorblind to paint a perfect van gogh imitation, just a bad idea.
In many cases, writers don't have examples or the right materials, or the pay is too low so they do whatever they want. It's a catch 22, do you want your article to make you money? Like anything else in digital marketing its an investment. Using sites like upwork give you a higher chance of finding a writer that will work hard for a better price.
Using content mills leads to exactly what you expect, someone churning out low quality content for cheap that you have to edit. Good writers that can writer wouldnt stick to a low price point for long if they have any self worth (unless they live in a very cheap place).
Your two options are:
1. Hire someone to act as an editor to polish up all the garbage content you get and source it for you at a good price.
2. Pay the extra for what you need.
It all depends on what you expect from your writers.
