To market your app, how would you go about doing it? How many installs and active users would you get? Can you get your app into the top 10 store?

Name me the most crazy method win at all cost mentality you would take in order to achieve that number of downloads with a million dollar budget.

I'll throw a curve ball and say:
do highly selected real post card mailers
hire a couple well known youtube'rs to promote it,
hire other social media sluts to promote it.
I just scratched a check to get myself involved in all of the above on a couple of projects today!

Million dollar budget? Get influencers to use the app in their video. Or even better, go to movies and invest and appear somewhere in the movie. The current generations is all about following the influencer, you can see so with hypebeast,etc.

How much does it cost to hire an influencer/celebrity/Youtuber in the US? I'm guessing they would cost an arm and a leg and I'm looking more of long-term than short-term. No doubt that engaging these influencers or investing in movies would give our mobile app a lot of publicity but these seems to be just short-term results. I'm referring more in the internet marketing world rather than the offline marketing with what can 1 M monthly budget do to get my app to over a million downloads.

It is long term. It creates a buzz and gives the effect of mouth to ear effect. If promoted the right way, it'll spread from person to person.

The benefit of an influencer, in part, is to get your idea or project to go viral.

Thanks John, good to hear from you. We are actually going to spend a portion of our marketing budget on media purchasing but there's earned media and paid media. The problem I am facing now its hard to justify a sure-fire guarantee platform to get the best ROI for this. For example you mentioned media purchasing, what type of media buying should we go into? Is this native advertising like advertising on the very top Tier 1 publications like Times which from what I've checked could cost up to 200k. What type of media buy should I go into? I'd like to go into the best ones with the best ROI in return.

Use it to built a mailing list. Perhaps create an upviral freebie giveaway or contest to get emails. Use Facebook ads, Instagram ads, Google ads as well as influencer shoutouts to drive traffic.
