Any site purchased for a whole $30 isn't likely going to be worth it. The remaining $70 won't buy you much in terms of worthwhile seo services.

If you're willing to put in time, you can buy a domain and 1 yr of hosting. If you dont know how to do keyword research, try one of the services in the market place. Then start a blog and do manual out reach the entire year.
