High CTR adsens

I saw a website's link on fb. They had placed one of their adsense ad over dailymotion's embedded video player like this.

As you can see that the ad also has a custom close button in the middle left of it. When this close button is click, the ad hides and then user can play the video.

I researched a lot to find the plugin which can do this thing but couldn't find anything.

Kindly help me in this regard.

This is most likely against their TOS and they're gonna get the ban hammer soon.

They've been doing this thing from last 2 years and never got banned

I'm always amazed with the fact that those who actually do bad things in there don't get banned, and my account got banned a couple of times for no reason at all.
