I guess you are missing lot of things.

First of all you must know google has RRF so it acts each niche differently.

PBN works, Tiered link building work, SPAM strategies work (go for niches like Viagra and you will see ton of doorways,sploggs) it depend on many factors.

1st key is be patience. Do your test. Spy what your competitors do and follow it.

Never give up.

Remember SEO not for everyone.

Black hat works fine. I don't think I want to wait for years before I rank my site

gsa, automation, webs 2.0 work with little twists but you won't reach top1 IF your oponents have estabilished websites in niche
 
Did you consider that the PBN links you used could be different in authority? If you buy 100 PBNs then maybe 10 of them are great, 40 are average and 50 are shit. Maybe your first site simply got more "better" PBN links. There are sooo many ranking factors, it's hard to say why one site ranks over another unless we have much more information on your sites.

that's why it's so hard to make sense of the result

the ansaw are all in front of you before you even begin so easy .

understsnding compitition the key ,and then understsnding all the stats that need beating then going for it so simple.

the problam is unless you have a full understsnding of the basics of seo, then work upwards ,you got no chance winning the keywords you go afther .

that very debatable , say your compitition got a list and more bold keywords then you , as stupid as it sounds you might just not hit the top thru that mistake.....

that why i said basics upwards in my statement everythink know counts in seo.

even on page blocked comments make a diffrence as stupid as it sounds

i been doing seo since a child when seo was first out and i am telling you that the basics very much matter and it big guru that forget these basics and there keywords dont move upwards in serps ...

dont forget this is deep deep talk no silly add yoast and i am a master lol

There are many variables. Your content is prob different (otherwise it’d be duplicate issues), your backlinks are different... doing conclusions on 2 projects in seo is just not enough
 
Sometimes when a site is stuck it can help to throw some legit links at it, think of guest posts, or other kind of links on relevant sites that are in good standing with Google.

You also might want to revisit your content to see if it covers your topics well enough, or perhaps you don't have enough content to really make a change.

Other times it does feel a bit like a gamble so stick to it for a while and focus on quality links, links purely for diversity don't always make a better picture.
 
PBns usually take alot less time to rank. White Hat SEO can take forever and not worth it imo :)
 
Niche relevant good quality PBN would useful
Just try the expired web 2.0 for the second site and social share it
