My problem also didn't solve with 9.7.8 update. But finally I found the solution by myself. We live in Iran and we Use Persian for non-Unicode programs, so after updating followliker to 9.7.7 Its incompatible with Persian or maybe Arabic.
So for solving this problem:
Control Panel-> Region and Language -> Administrative -> Change System Locale -> English (United States)
My "Current Language for non-Unicode Program" was Persian that it was incompatible with followliker update 9.7.7 and 9.7.8.

when i submit, the page just refreshes and nothing happens. when i tried to "View existing ticket" it says
