Private or not private for blackhat methods?

I am in the "free instagram follower" niche with locked links . Should i set my accounts to private and make a catchy bio or are public accounts going to gain foillowers faster?

Go public and get a few followers first so it doesn't look like a ghost town.. then once you get a few followers go private. That's what I would do.
