I have two Instagram accounts on my own IP, one Instagram account I keep it 100% safe the other one I bot on it + buy followers occasionally.
If my second account gets banned for obvious reasons can my first account that's 100% safe get banned as well? Even though I didn't do anything bad on it?

What I do, is having 2 phones. Legit accounts that I want to keep alive, I have them on one phone. Churn & burn accounts, I have them on the other. A good guy and a bad guy may use the same public wifi but not the same device.

But at the same time, I might have a family member that enters on same device/pc with me, I just hope this is Instagram's logic because I am about to push few thousands of followers on my second account.

There is always a risk if you using same phone and ip.
So be careful
