If you look at the painting before it was restored, there was no colour to it. Someone has had to re-paint the whole thing. Which means someone just bought the world's most expensive paint-by-numbers.

Even if the guy have 4 BILLION DOLLARS on his bank account, no one would ever buy a paint for 10% of all his money.

Who said he had 4 Billion dollars not more? Moreover, it's not a worthless paint, its Leonardo Davinci's only remaining artwork, which means his only last trace in this world. And, when you have Billions of dollars and know you'll probably die without using more than 5% of your wealth for self pleasure, buying this artwork and being part of history is a pretty cool thing IMO.
 
Well we will never know, maybe this guy is a old billionaire that can live the rest of his life with just 3.5 billion hehe .. btw i THINK i would never buy things like this.. but i never had a billion in my bank account to play with lol.
