Is this too blackhat for CPA companies?

Hey guys,
I've already asked my AM about this at the network in question and haven't heard back for two days so I wanted to get your opinion. For an incent offer, am I allowed to make up a promotion that the offer company is running? Like "xyx app has partnered with Ecommerce Company A to give out a free T shirt to every new user in the next week" even if they aren't doing that at all? Of course it would be better worded than that and would have a legit setup and I'm not planning this with T shirts but thats the jist. Would I be able to do something like this by cloaking the referrer to a clean site? Any feedback would be great, thanks.
 
That is incentive traffic and most affiliate sites I know do not allow it, since once the client sees there is no T-shirt for sale there is a very big chance he might leave and generate no sales.

Hey, thanks for the reply, just to clarify, the offer in question allows incent. It's just that usually incent is cash or points or something. What I'm proposing is deliberately misleading people, not promising an actual reward for an action.
 
Yeah that's not such a good approach as you are making the company that is looking for new customers look pretty bad. Most if not all CPA networks frown on stuff like that. Instead of going that route you can just do fake iphone giveaways. I did it before and made good money. You'd do just fine with the release of the new iPhone as well.
 
Isn't that what every CPA network that hosts landing pages about iphone giveaways does? Doesn't seem too blackhat.
 
its all blackhat but it makes it relatable as everyone wants an iPhone and they are usually stupid enough to believe they'll get one and it doesn't name or hurt any companies in the process. I had mine through IG and I believe my biggest click was over $50 for whatever offer they filled out.
