How to register a .HK or .SG domains

I need to register a few .HK and .SG domains, but you need to be in the country to get it. Any ideas of how i can get this done.. this was through godaddy when i tried it.

If you're not a resident, you can get it through a third party service. It's gonna cost a lot though.
