How do stealth accounts work

how is it possible to use a stealth account? PayPal asks for social security numbers and proof of id after you make 200 transactions which I do in a month. What do you do about that?

Why do you need to go stealth if all you do is buy? They shouldn't ban your account for purchase activity if it's all legit.

There's only 2 reasons I can think of why you would need a stealth paypal to buy and one of them is because you're scamming people.
