If it's legit email then something like Amazon SES - would cost you $10 a day I believe. They will ban you if you don't pay close attention to your reputation, so if you're trying to send spam or Co-Reg email then you'll be banned quickly

The cheapest solution if you are planning to send 3M emails a month (30 x 10k/daily) will be to get a dedicated server. Ideally with multiple IPs. Even if you emails are legit, IPs will get listed on RBL most likely.

Your domain and IP will be flagged before 20k mails
Spamming isn't easy anymore. Get domains, get IPs, set SPF, DKIM and RDNS, ...

You should buy some good Shells rather than to go/search with Web Hosting company, they'll definitely suspend your account...
