Ebay policy on contacting members

I was looking over their policy on contacting members through messages and they say that we are not allowed to ask the buyer (in my case) for any contact information. This means we can't ask them for a phone number, email addresses, or physical addresses?!

Huh? I'm very confused about this. I can't ask them for their shipping address? As you know, most buyers do not provide a phone number for their shipping. Whenever I ship via expedited/express services, I often ask them to provide me with a phone number so that the shipping service can contact them or notify them of their package. Some shipping services also require you to provide a passport number or residential ID number (tax number sometimes) for their country's customs clearance process.

So we are not allowed to mention any of this in our messages to the buyer, else risk getting banned?

So, the only way is to contact them directly by their paypal email (the email they paid me with)?
The problem is a lot of buyers paypal emails are old, such as hotmail or yahoo. Many of them don't use those emails anymore so when I send messages there, they never respond. How can we work around this ? I don't know why they are so strict with this. I'm not trying to scam or spam them with this information. As a seller, we need their shipping address, email or phone number. Can anyone advise how to request this information from buyers when it's required?
 
I'm surprised nobody else has responded. Everyone who ships orders never have to provide a residential number/tax number/passport for customs clearance? I have to do that for almost all my express/expedited orders, but as you know none of that information is provided in the ebay shipping address OR the paypal shipping address. A phone number is also not provided. Those are things you have to somehow ask for separately...but it sounds like that's risky or against Ebay TOS? Still confused.
 
It's because they're trying to prevent you from completing transactions outside of eBay/PayPal. You can write: my address is blank at geemale and they won't catch it, or you can write it by hand, take a pic, and attach it in an image for example.

I don't recommend this at all. This may work but the second a human looks at your account it will get banned.

Have been doing this regularly for years and never been banned. I've had a temporary selling restriction once.

They started really going after off eBay contact with the latest seller update.
