Hello, I'm new to SEO and just set a goal to myself: rank my website on 42K m/s keyword with a KC of 27 ( according to KWFinder ) and I think I can use it to make money with CPA content locking. I have 100$ with me and time to invest in this. I want to begin doing manual link building at the first but I have some questions before starting: do creating a blog in Blogger or Tumbler just for linking it to a website (ofc with some content) works? do answering to a question related to my niche on websites like Quora or yahoo answer will higher my DA/PA and other metrics? what about blog commenting?
And, what do you advise me to do with those 100$ to get my website to rank up better?

100 usd budget? seriously?
I'm only 15 years old how do you want me to get more than that ? XD
Actually I have 150$ but I'm planning to spend 50$ on some contents and logo

If you want to do link building manually, you need patience, hardwork and discipline.

Yes , creating a blogger and Tumbler is helping you on link building. Answering related question to your niche in few platforms like Quora, Yahoo & etc is helping a lot.

100$ for link building is not enough , but maybe other member know few tools may help.

But seriously you are 15 years old? WOW

You can outreach authority blogs in your niche and offer guest posts. Of course it will take much time but you will be able to get good links by following this strategy.

Blog outreach is definitely worth it, but it takes much patience. Your budget is low of course, but you can start with social links and manual link building for the start.
Quora is good, but your content should be quality to be trusted by its users and shared. Blog and forum commenting work too, just focus on quality of those. Good luck!

well, the problem is that the user doesn't get what he wants on my website. do a social share button reqirement before entering page

Great! Welcome. You are in good place to learn SEO.

In my view, quora submission, gives you the better result. Also, write the high quality Niche related articles and do post with blogger. Do LinkedIn pulse and share the blogs on social media. Forum participation give the best engagements on your site. Good luck for your process

If you decide to do manual link building, all of methods you mentioned work, the only one don't have experience and can't give any pieces of advice is yahoo q&a
backlink profiles of your competitors might also give you few hints on link building strategy.

Hi mate, make social bookmarks and try this web 2.0 sites
Code:
http://www.powertricks.com/2015/06/top-high-pr-********-web-2-0-site-list-2015.html
make your domain based profiles and link to your money site.

Blogger outreach is the best and free, it just requires time

The other methods listed above will result in low quality, nofollow, SPAM links.

Play it safe and look at your competitors links and find the quality ones, from there obtain them yourself. Aftefs, Moz Open Site Explorer, etc. all have free trials that will show you all the links or buy a gig on fiverr to get a report of your competitors backlinks.

From there used advanced search operators inurl:"guest post" + Your Keyword to find relevant blogs to post on

GOOD LUCK!

Try to make some Web 2.0 new sites but not tonage of them. Make them maybe 10 on diffrent platforms and some content to this, not spammy one, it can be spun but with some improvements in headings and text grammar. Then make some T2 backlinks to them, you can use GSA, RankerX, TurboWeb 2.0, SeNuke.
Second try to make some forum posts related to your niche, comments on blogs.
You can do high DA profile for T1 but only one per site, don't make them look spammy for T1.

Guest post outreach with low content is hard and annoying.
