Something is linking you to your old accounts. You've got a new PC, so you have the profile isolated which is good. The next thing that could link you is the IP, are you using the same IP by any chance?

i did clear cache..bought ip vanish for 10 bucks..used library pc..ive even bought a few ebay accounts

You're most likely doing something that is easily giving you away
I recommend experimenting with VPS and proxies

Most VPN providers like IP Vanish have had their IPs abused. And it's also really easy for a company like Ebay to find out that your IP is coming from a data center. Your accounts are going to look really shady in Ebay's eyes. You need to get safer IPs, preferably residential/mobile, or private proxies if you can't get the former.

Also, I'm not sure how you are doing your profile isolation, but a library PC that you don't control is probably not the best idea.
