Found An Odd Looking GAF Link Building Advert?

I found this on my travels and thought it looked quite odd:

The poster seems to know about SEO but has asked for a link building service so incredibly specific its almost unbelievable.

"No article directories, no blog commenting, no directories, no forums, no social bookmarks, no news groups"

I am wondering what this leaves I suppose there is video related, PAD, podcast, rss (except I dont think this complies to other requirements), .gov, .edu, posting in your own blogs, guest posting on other blogs. How would you attack this task and is the guy posting this job an SEO genius or just incredibly picky.

Would be interested in opinions as I am starting to snoop around what other SEOs are doing for ideas for my campaigns.

That doesn't seem incredibly specific to me. Personally I would look for the same things if I were to hire out.

Article directories and other directories are overused and spam-type advertisements. There are very few worthwhile directories. Blog commenting is almost worthless to me, most people can't make an intelligent comment, they just write "Thanks for the great post!" and wonder why it doesn't get approved. Social bookmarks are fine for popular articles but their overused when you bookmark everything. Forum postings and signups give your site a bad name if it's Xrumer spamming. Plus, too many backlinks too fast can upset google.

The client doesn't seem to be a "genius" but he does know what separate good from bad SEO. He will be looking for things like blog posts, paid links from authority sites, edu and gov links etc. Basically he's looking for only the most respected link building options.

I suppose you have to be really strict if hiring out. I wouldnt trust 99% of ppl in regards to link building.
