Depends who you infringe upon. If you have an adult website and copy movies, they usually won't even respond to requests. If you host streaming site with Universal's content, and they have a representative in France, then you will be ask to remove content in no time. There aren't hosting companies in EU that are completely ignoring DMCA, it really depends on how aggressive the other party is.

Cloudflare + OVH hosting can protect you from most situations, as long as you stay small. For something bigger, Asian / East European hosting payed with bitcoins bought / transferred through tumbler is a must. YMMV depending on the scope for the project.

OVH will not ignore DMCA that way. You need to co-operate with complaints and if serious complain, they may terminate your account.

From the people that are doing stuff you are mentioning. Look, as with everything, YMMV. Everything said on the Internet has to be taken with a grain of salt and tested on your own. Start with
anonymously tested cheapest possible VPS and see what happens. If you get down, change your DNS settings and restart the process. If you backup your work, you will have a minimal downtime.
