SEO is an art and a science, but you have to be careful whom you buy from.
PPC not sure how well it could work for your type of business, but yes you can do some of it too, you should be able to get leads from it.

What products do you import/export?
Is there a professional import/export organisation/directory in your country?

I'm from Russia
Rubber & Rubber based Products
Yeah Lotran, Export Organisation in Moscow.

If you aren't a member then it might be good to join those groups, get added to their directory.

Also most countries have organisations with directories so search for them in the countries you want to do business with.

Do you advertise in the Russian version of Yellow Pages?

Also, as has been suggested SEO and PPC should bring visits to your site.
You probably hired the wrong guys for SEO previously, were they trying to rank you in Google or Yandex?
