What is a YouTube comment bot?

I'm interested in buying a YouTube comment bot that can scrape links from my keywords (in the last hour) and can comment on them. After commenting it should scrape again with the same keywords, never commenting more than once on the same video.
It should also be able to go through all videos that come up in the search of a keyword and comment on them.

I want to pay someone to make a bot to do this, or buy a bot that can that may already exist. I was hoping someone could "spell check" this/ help me rewrite it so that I can post a clear message of what I want on the HAF forum. Is this something possible? What would it cost? Why aren't there any bots like this already !?!?!?! its like 2017

Single comments are useless. You need a bot that can make top comments.

Might be a dumb question but the first result on Google for "YouTube comment bot" is free and does what you want. Any reason you can't use that?
