Need Help About Paypal Account

I have a service lift limit paypal quite famous in vietnam. Yesterday, one of my clients needed ID and proof of address -> Documents is not problem with me. I can pass paypal quite easily but this step very strange. I never see that step like this before. " Political people include" ?? any one have any idea? it's weird
