This is something I have 10+years experience in....
If you wanna stick to Europe...
Your budget allows for
Canary Islands, which are part of the EU technically but no where near europe, its minimum temperature is 19c (65f) at its COLDEST in winter, you have access to lots of beaches and its solid warm weather every single month.
Qualify of life would be high, internet is fairly good (fine once your set up)
Food is fairly cheap and good quality, eating out is very fairly priced for a western country.
There is enough parties and clubs all year round to just about sustain 7 night a week partying in Tenerife (just winter does get quieter)
$700 would afford you a 1 bedroom apartment to yourself in a prime location in the 100% English speaking area of the island.
with about $250 left for food pcm.
Its nice Ive lived here in playa de las americas, Tenerife just on the strip but didnt do it for me in terms of other things I want/need.
Or if you decide a cheaper part of the Island (which only downside is you wont be close to the parties and it wont be so much English speaking but you will have nice beaches and everything else) Then you would have a 2 bedroom apartment overlooking the ocean less than a minute walking to the beach with about $300 to 400 left for food
Another warm option would be
Cyprus
It gets a little cooler its 17c at its coldest in winter, again lots of beaches very gorgeous ones.
The country is split into southern is Greek part (EU)
Northern is Turkish
With a tiny section British ('ave it)
Rent in a prime location (Ayia Napa) you could get if you search, for a basic 1 bedroom apartment would be around $400 - $500 (I have seen them for $300)
Really good parties but not during winter.
Again this is a purely English speaking tourist section, you could get a bigger and nicer placer for cheaper if you decide on a different area of the island.
(Only thing you dont have would be less English speaking and no parties)
Other Option would be
Malta (again in EU)
This is warm 10 months of the year it does get a bit colder in January around 13c but feels colder, as in you probably need to wear a light jacket during the january month.
Internet is solid probably the best of the bunch.
But it is the most expensive for a good area, you're looking at $500-$600 for prime location 1 bedroom flat in Paceville/St Julians, where the strip and all the parties are at.
But you can find places for $300-$400 in other parts even cheaper, in fact if you really go to a less touristy part of Malta you might be able to get a $200 apartment.
English is the national language along with Maltese so you are all good there no matter where you are.
Quality of life is very high.
Partying is no where near as good as the others and very seasonal and small location (tiny 1 street strip but busy)
You could also look into the
Greek Islands but I haven't lived or visited these so don't know but
Malia and MyKonos are on my list specially after those slutty tv shows I watch, that show the kinda partying that goes on there, Beast.
Your other options for legit warmth would be outside of Europe,
Thailand springs to mind for very good internet and cheap living with very good cheap food. Rent as cheap as the places above but don't expect it cheaper because Thailand isnt super dirt cheap for rent like you think it might be specially not in the areas you would want to be.
But it is seasonal weather with monsoon season so might not offer as much all year round but if your planning on staying in your room on the interwebs this could be fine, visa can be extended beyond the initial stay. Lot of my IM friends base here.
Im sure there is more outside of Europe though looking into Philippines as an option in the future for myself, but again as with Asia its probably got a long monsoon season.
