I'm saying coupons are usually valid only for new accounts. If you added payment method and already spent some $, you won't be able to use a coupon.

Someone correct me if I'm wrong.

I've spent money on ads many times but still I could use a Coupon afterwards.
Also FB randomly gave me a coupon worth 35$ once after all those times spending on ads.
This happened a year ago though, maybe what you're saying is a new update. Not quite sure!

As far I know that new FB can use for FB codes and if any account advertise a lot then face book send unique codes for extra benefit to the people.
