I don't know any of the specifics of what you are speaking about. You just joined today and asked about Paypal to raise your restrictions on your account and it appears you bought an Ebay account and now within 6 hours you are already refunding that revenue you made. I wouldn't know about the legality since I am not a lawyer though.

Ebay or paypal dont have lawyers on the ground for such small time fraud. If you estimate the cost implications you realize that for them it's a loss persuing you.

No one is able to understand where you're getting at. Did you "sell" $40 worth of products and not deliver anything? If thats the case then yes you might have a problem.
However if you provided what you said you would why are you worried? Just do the refunds if they request it.
