Uhm The last one die so 6/6, the IPs works fine with local sim card have 100's working just fine with brand new local phone numbers. Many of the numbers are already used and doesn't work so I clicked on Ban, then after some tries one works it lets you create and account but then the ban. If you really think it's the IP it must be a IP+Phone number kind of ban for sure. But what I really think is that Google takes all the accounts that are been created with that phone number then the it checks the information, the number (from KZ) is been used in a Japan, Ukraine, Usa and Italia account at the same time so auto ban.

It cant be really difficult for sites that require phone verification to crawl the web looking for exactly this, online SMS or call services then simply blacklist that number.
