When to Disavow a Link?

Hey all, just a quick question regarding when to disavow a link? My site is very small and I've noticed via Search Console that I have a site linking to me quite frequently. I've used Moz OSE to inspect the spam score and it was a 9/17. Should I disavow it? I have less than 10 unique domains referring to my site.

What is the process that you would use to consider disavowing links? Is it based on how spammy the site is or toxic it is and if they're linking to your site you automatically disavow it? Or if your site is small the link is not as important? Be great to see some of the checklists that people use for when to disavow and when to not.
 
Yes, you should disavow that link for sure.
If this kind of backlinks increases in your website then Google Penguin will punish your website.
So remove backlinks as soon as possible or your website will get punished by Google Penguine

Follow these steps to disavow the links.

1. If the links are irrelevant to your niche disavow them.
2. Links which have spam score more than 5 disavow them.
3. Links which have low volume traffic just remove them.
4. And if you have low authority links remove them.
 
I disavow links after checking them in moz and all that has spam score equal or higher than 4 is out.
