Adwords - How many billing reviews ?

On new accounts specifically...does anyone know?

There is one review when you add billing information, another review as soon as you start a campaign, another one when manual person reviews campaign. Then billing info is reviewed when even you change your budget too drastically. Google charges 1.5$ only when it does the first billing review.

I know eventually any card can work for adwords, even prepaid, but its all about making it past these reviews..then the account is golden.

Correct most of the time.
I am a "churn and burn" Adwords player.
Sometimes, no reviews at all, after creating campaign and adding card .... ad is live straightaway and then I do not touch anything till the account is maxed out.
There is an automated algorithm that decides when an account gets flagged for reviews.
The ad text, keywords and daily budget play major roles.

Billing Review happens only once where they match your Billing details furnished with the ones supplied by their payment processor once a few payments have been made in prepaid systems and in post paid systems they do it as soon as you add your CC.
Rest they can review the whole account as many times as they need based on the risk factor of your ad niche.
