Viewing foreign Adwords ads

Let's say I'm located in Brussels and type 'seo services' into Google, the ads I'd get are different to someone located in London.
I'd like to be able to manipulate my location to view ads from a chosen destination.

Ad preview tool Google provides is useless. Proxy use is the closest solution I found, but that's not a very flexible option.

Does anyone know how to view foreign Adwords ads?
