Citations on web 2.0 and tier 3 links

I have a local business with no local address that I hope to maximize the ranking for certain keywords. I was wondering if anyone use blogger or tumblr and make a blogpost with your business citations (with a make-up address) on it and then have 3000-5000 tier 3 backlinks to it.

I am not having much luck in submitting to business directories and google places without a physical address and am not thinking about getting a virtual office anytime soon. I was wondering how useful would this be for ranking my site locally?

I think I need to clarify, the business is self own and not for a client. I am trying to rank my own business, not someone else's.

And I know I need to be careful with these links, that is why I am sticking with putting it for either blogger or tumblr posts.

However, what you said interests me... does tier 3 links only lasts for 3 months?
