That's an SEO myth and even Matt Cutts (the former head of the Google Webspam team) doesn't use Blogger for his website.
While Blogspot's TOS states that they do allow adult content, keep in mind that everyone who visits your site will we an "adult content" interstitial.

Absolutely not. Blogspot has long been turned into a junk of spam. At this platform, getting the site indexed is difficult now, not to mention something more.

Blogspot is powered by Google so it can be the best SEO fit CMS. But still many goes for WordPress and how much you try if your content is not worth. If you re not blogging in a correct order than you can't think that it is possible to get high rank with just using Blogspot. Everything depends in your progress.

Actually, I am seeing a lot of Blogspot being ranked easily for local SEO - it looks like Blogger would change the ending domain for your Blogspot account, depending on your location. Somehow, that provides a boost to locally search keywords for local SERP.

Blogger is a part of Google and surely has quite good opportunities for SEO. Blogspot posts get ranked quicker and you can do proper on page optimization.
As for adult niche, adsense will not pass it.
