Use wordpress website it will reduce the suspension ratio low.

Every time I've ran ads I just used simple PHP which made it so certain GEO's and user agents were redirected to another page since all crawlers user agents are public it's easy to make. So if you want a cheap alt instead of paying for a cloaker just learn some simple php script, target GEO's where manual reviewers are not working at and redirect crawler based off user agent. Hope the solution helps.

One I have tested on both FB and Adwords is cloaker.xyz , it has a very high success rate and my ads rarely get deleted.
