This issue usually occurs when you excessively try to send money over and over again and PayPal don't like whatever it is you're doing.

You have lost all of the balance in your PayPal. May I ask how much you were trying to send and the balance of the PayPal to help me understand where you went wrong?

EDIT: It is possible to get a fake ID, I recommend from secondeye solutions, where they have verified my accounts perfectly in the past; however in terms of unlimiting it is harder and not always guaranteed. You could try, but it will cost $60 and may not work.
 
The limitation is because you need to verify your US Paypal account. And once it is done, try to make a request payment from Indian Paypal account to the US Paypal account. You will have to pay the paypal fees (Around 2.5%). Indian paypal accounts cannot accept Donations (Without charge) transfers.

Also, If the amount is pretty big, I would suggest to do it in smaller denominations, as paypal flags off certain big transfers if you havent used the paypal account for a while. Good Luck.
