Do you mean how to "sell a website" with offline marketing or how to tell people in a mailing (or so) to visit your website?
 
Lots of ways to do offline marketing. Really depends on the type of business you have.

Once example would be to attend business network meetings, get set up with the local chamber, sponsor events and so on.

Some of techniques are "snail mail" - sending out coupons, new product updates, product samples, etc.
Cold calls, giving your business cards wherever you go, participating in events, pitching local magazines or newspapers that is targeting your niche.

If you have even bigger budget - radio/TV commercials. Also offering prizes for local contests, etc.
 
I have a friend who's in real estate. He gets TONS of traffic using post cards. I don't remember off the top of my head what service he's using, but it's very inexpensive. You just need to buy a database of addresses, set it up, decide what your message is going to be and the service does everything for you.
 
you can deliver handouts on shops or in the street, really depends what you are looking to achieve

Adwords is good too if you're advertising to a small area and need a steady funnel of leads per week.

you could try the good old techniques: flyers, billboards, business cards and newspaper/magazine ads. These seem to be the most effective,in my opinion.
 
Try flyers in places where people stay for a while i.e. the gym, a dentist’s office, etc

even if they’ve developed an aversion to ads, if they spend a lot of time at a place they’re bound to get bored and look around. I’ve memorized every ad in my gym and it has led me to look into the businesses that advertise there out of genuine, reinforced interest

I would recommend ads and sponsorships. Some of my friends are paying popular sites to advertise their websites.
 
Here are a few basic things you can for your offline marketing:

Canvassing (Got Flyers? Business cards? Pamphlets?)
Put Out Press Releases
Leave Branded Items at Key Locations
Speak at Events
Offer Coupons
Cross Promotions (Say you know of a small store on the corner. You could reach out to the owners of that store and say that you’d like to do a giveaway.
You’d provide them with some free products, and they would draw people to their store with those products)
