Question about Backlinks importance (according to DA)

Hi all,

I wanted to ask you if backlinks from low authority domains help, I see people paying for 20DA authority links, while I always took care of at least get them from 30+ DA.
Is the same 10 links from 20DA than 10 links from 50DA?.
Why should people buy 20DA links?
And what is the difference between DA and TF?
