Because it's not that simple. You have an inflated mindset of how much $$$ you can attain. People like T0mmy, who is a powerful influencer earns ~$1 million dollars/ year(or is that only from a project?) and that's after a ton of struggle. 7 figures is reserved to outliers, not average people.
Don't get me wrong. I'm not saying you can't attain it, however don't expect it to be a simple milestone. Most of the people don't take action, as they probably manifest in their mind earning money which actually steals any motivation from your brain to take action since they already "completed" that task.
I'd say that the problem is not from the market, but from the individual itself. People don't understand the importance of long-term investement, they want easy money, with no effort, without understanding that it takes some time/work to achieve it.
People aren't made for entrepreneurial stuff because our brain is looking for guaranteed reward. That's why somebody is prone to break his neck to complete work for somebody, but not himself. This, and the fear of losing his job of course.
Obviously, if anybody would overcome this hurdle, then anybody would take action, creating competition, but since I know how difficult is to focus for an extended amount of time, I can safely say that's not the case.
How do you know we aren't millionaires? I'm sure someone is even though I'm not.

My answer: Because most of services here SUCK and they are just trying to suck your money most of the time.
Because this is pure math: You have all the services to do everything for you. What happen if you buy them? You lose money in the end. Simple.
Just my 2 cents.
I will tell you how you can become billionaire in ten steps.
1. Join a political party.
2. Start licking the buts of important people and become indispensable servant of them.
3. Rise through the party's ranks.
4. Rise through the state administration (taking bribes along the road).
5. Get yourself elected as MP.
6. Become minister and start draining state funds (and continue receiving bribes).
7. Become a Prime Minister/President of your country.
8. Start large building projects (infrastructure and shit), modernizing the army and everything that will spend a lot of taxpayer cash.
9. Make sure your family and friends have construction companies. So for instance if you promise your nation a brand new modern infrastructure (lets say highways), use your influence as government boss to give the contracts for these projects to your family & friends. If your cousin receives a contract from the government for the building of a 100 km highway you can earn as much as several hundred million $.
10. Start modernizing the navy and the air force (land forces are shit, cause their equipment costs far cheaper and they are the ones that get to see more combat). Make a contest for new destroyer/ jet / bomber. Lets say you get offers from U.S. Lockheed Martin, Russian Sukhoi and French Dassault Aviation. What do you do? You (as leader of the government) take the offer from the company which is ready to pay you some 60-70 million $ under the table, in order to get the contract.

11. Start nationalizing industry and business. After you've f***ed most of business people in your country, start a privatization process and (in the role of the government boss) make sure you sell the formerly nationalized assets to...yourself for a cheap price.
