Someone was saying that pictures from documents were taken from google and it didn't help to unlock the account. secondeye said that it is not his fault and it can be some other reasons\problems with paypal. I have a stealth account now, it is veryfied but doesn't have utility bill, driving licence and SSN. Should I upload those documents BEFORE they limit my account or only after they ask me? Or maybe do it for brand new stealth account with no sales so nobody says that it is my fault that account is blocked but documents are fine. I just don't want to waste money and be as safe as I can
