where to buy neo coins?

You can either convert what you have for NEO directly if the exchange supports the currency that you have, or, if all you have is fiat, then you will need to start with something like coinbase.com or some type of hardware wallet such as trezor first to convert your USD, for example, to BTC or ETH first, then to NEO on an exchange like Bittrex.

But how do I use bitterx to make the exchange, I tried it but it kept bringing up as if I want to place a trade on their platform.
You have bitcoin in Bitterex? Search neo, then click on neo, then buy neo.

does bittrex has withdrawal to bank option? and how many days they take to send funds to bank? also what if they get hacked like other sites which got hacked recently?
I'm very new to this, I have no idea. I'm just one of the many jumping on the Neo bandwagon before it is too late.
I'm guessing it does, as you can transfer money from your bank to Bitterex.

Nope you have to transfer your NEO back to BTC on Bittrex and send it to Coinbase for example and then you can withdraw it.

3. Optional : download neo wallet from https://neo.org/ , to earn gas , you could check gas value using https://www.neotogas.com/

Go to coinbase and check if they are supported your country or not https://www.coinbase.com/global
they take Bank Account, Credit/Debit Card.
if not then localbitcoin or any others exchange site for buy BTC
then go to Bittrex or binance and deposite your BTC then buy NEO
