There are many things to consider.. like proxies

twitter looks at things like the age of the account, the type of tweets going out
fishy links, hashtag stuffing, u get the idea,

I assume, you're direct linking to the CPA offer, which you shouldn't, those urls are spammed to death. Get a domain, build a pre-lander and promote that.
