If the infographic is actually good, I would submit it to relevant subreddits and then buy a bunch of upvotes. Good content + the boost from purchased/botted upvotes generally gets good results on Reddit.

There are a lot of sites. If you're just trying to submit an infographic to get a backlink, there a lot of sites that won't get you traffic, but that you can submit to for the purpose of getting backlinks. Although those aren't necessarily the best use of your time.
If you actually want traffic, probably Reddit, Voat, Quora, Yahoo Answers, Facebook, Twitter, etc. would all be fine options for sharing infographics.
Plus niche-related forums.

Yes, but only if you do it well. If you share low-quality content it is mostly pointless in terms of getting real traffic.
