IOS app that needs top ranking

I have a new app that just launched and I need to get the main keyword to #1 in the appstore.

Its a new app so i don't want to go overboard with reviews and downloads.
Maybe 150-200 downloads and 10 reviews all together.
(the niche is not super competitive)

Can someone recommend a service that:

1) Uses real users/reviews.
2) 90%+ review stick rate.
3) users will actually use the app for a period of time ( apple can monitor open rates)
4) no chance of getting banned

How much will this service cost?

PS. If this works, i have many other apps that we can use this service for.

Really hard to do this : "users will actually use the app for a period of time"
it's depend on your content app/game.
But I can provide ios review and rating , It's can help you increase your ranking !
