Need Help in FB ads. Kind people :)

hello BHW, I'm new user here, I've opened local business and want o promote on facebook, i can get some real persons facebook accounts and want to run BH ads because i dont have enough money to run WH, if someone know how to do it would be perfect. can i run one fb like page on BH ads and dont get banned after when charging time comes ? all info would be helpful for me. I know pro guys have no time for helping noobs but u're advices will help me a lot and u know this.
